Singapore’s Opportunity to Shape an APAC Biomethane Certification Framework

As Asia accelerates its search for scalable decarbonisation solutions, biomethane is emerging as a potentially important component of the region's low-carbon fuel mix. Southeast Asia possesses abundant feedstock resources, from palm oil mill effluent (POME) and mill residues to agricultural waste and landfill gas, while Singapore offers the policy credibility, financial infrastructure and demand centres needed to anchor cross-border trade.


However, the success of a regional biomethane market will depend on more than feedstock availability and production economics. Like any emerging commodity market, biomethane requires trusted systems that define how environmental attributes are measured, verified and traded. This is where certification becomes strategically important.


The Challenge with Existing Frameworks

Today, the International Sustainability and Carbon Certification (ISCC) framework is widely recognised as one of the leading certification systems for sustainable fuels. Its established methodologies for traceability, chain-of-custody management and greenhouse gas accounting have helped support biofuel markets across multiple regions.


Yet the existing ISCC frameworks were not developed specifically for Southeast Asia's biomethane sector. While ISCC PLUS and ISCC EU provide a robust foundation, neither fully addresses several issues that are likely to become increasingly important as regional biomethane markets develop. These include APAC-specific feedstocks, methane abatement performance, cross-border supply chains, upstream monitoring and verification requirements, and future government-supported trade arrangements.


For Singapore, simply adopting existing frameworks without adaptation could mean becoming a taker of rules designed elsewhere. More importantly, it could limit the country's ability to shape how regional biomethane supply chains evolve over the coming decade.


Learning from Japan's Approach

A useful precedent already exists in Asia.


Rather than creating an entirely new certification system, Japan utilised ISCC as its foundation and developed the ISCC Japan FIT module to incorporate domestic policy objectives, feedstock requirements and greenhouse gas accounting criteria. This approach allowed Japan to maintain international credibility while tailoring the framework to national priorities and market needs.


The lesson for Singapore is clear. Leadership does not necessarily require building a separate certification scheme from the ground up. It may instead involve creating an APAC-focused overlay that combines the global recognition of ISCC with standards better suited to regional market conditions.


A Case for a Singapore-APAC Module

An APAC-aligned certification module could provide a common framework for biomethane projects emerging across Malaysia, Indonesia, Thailand and Vietnam, while maintaining compatibility with internationally recognised standards.


Such a framework could incorporate requirements around regional feedstock eligibility, methane management, digital monitoring and reporting systems, cross-border chain-of-custody arrangements, and accounting methodologies aligned with Singapore's carbon policies. It could also support future book-and-claim models and government-recognised supply corridors as the regional market matures.


From an investor perspective, this would help address one of the key challenges facing early-stage biomethane development: certainty.


Project developers require visibility on future compliance requirements before committing capital. Buyers need confidence that environmental claims will remain credible over time. Financial institutions need recognised frameworks that reduce regulatory and market risk. Certification plays an important role in providing those signals.


From Market Participant to Market Maker

Singapore's competitive advantage has rarely been based on natural resources. Instead, it has consistently positioned itself as a creator of market infrastructure, whether in finance, shipping, commodities trading or, more recently, carbon markets. Biomethane presents a similar opportunity.


By building on ISCC's established foundation while incorporating standards tailored to Southeast Asian supply chains, Singapore could help create the certification architecture underpinning the region's future biomethane market. Such a framework would provide greater clarity for producers, investors and offtakers, while supporting the development of more investable and scalable supply chains across the region.


As regional demand for low-carbon fuels continues to grow, certification may appear to be a technical consideration. In practice, it could become one of the most important market-building tools available. The standards adopted today will influence investment flows, supply chain development and trade patterns for years to come.


For Singapore, the opportunity is not simply to participate in Southeast Asia's biomethane market, but to help shape the rules that govern it. A Singapore-led, ISCC-aligned APAC module could provide the foundation for a more coordinated, credible and scalable regional biomethane ecosystem, positioning the country as a market architect rather than a passive adopter of external standards
